If you’re dealing with this kind of everyday high-CPU usage situation, you should close all background programs and tabs you aren’t using, then return to Task Manager and see if the situation has changed. I know I could've made this much shorter and coherent but it is what it is.You can expect high CPU utilization when playing some games, running a video-editing or streaming application, performing an antivirus scan, or juggling many browser tabs. From what I've found it seems to be an issue with entering the lobby screen at first which is quite odd. I know this makes absolutely no sense but it's the only way I can play the game and I hope this works for others too. If it doesn't work try deleting steam cache again. In case this doesn't work for you and you get stuck at 100% again simply alt tab out of the game and wait until it goes down again. Also do this everytime you change modes for example Arenas to BR and vice versa. After it's back to normal you can play a match BUT everytime a match ends and you're sent back to the lobby make sure to do this AGAIN, (spam click so you get sent to loadout or store so you don't look at the lobby screen, mashing space also helps).

When I do this my cpu usage goes to 50% then slowly goes back down to like 20%. After that enter the game as you would normally and wait for a sec or two then enter the lobby by clicking continue on the main menu, as soon as you do that spam click the top right corner so you're sent straight to the store or loadout section and that you're not looking at the Play screen.
